Columbia County Child Sexual Abuse Survivor Rights

Survivors of childhood sexual abuse in Columbia County may have questions about civil claims, institutional responsibility, records, and filing deadlines. This guide is for survivors and families in Bloomsburg, Berwick, Catawissa, Benton, Millville, Orangeville, and surrounding communities. Each claim depends on its facts and deserves an individualized review.

Sean Logue has represented hundreds of survivors of abuse connected to the Boy Scouts of America and children abused in Pennsylvania detention centers. The firm approaches these matters with careful fact-gathering and respect for the distinction between allegations and established findings.

Investigating a potential civil claim

A civil investigation may examine who was responsible for a child’s safety, what an organization or institution knew or should have known, whether concerns were reported, and what response followed. Potential records may include incident reports, supervision or placement records, policies, correspondence, and witness information. Records may not exist or may not be available. Preserve originals and note when and how you obtained copies.

Pennsylvania filing deadlines

Pennsylvania’s current statute provides extended periods for certain civil claims arising from sexual abuse. Under 42 Pa.C.S. § 5533(b)(2), an individual who was under 18 when the cause of action accrued generally has 37 years after turning 18 to bring an action for damages, which can extend to age 55. A separate period applies to certain claims involving abuse when the person was at least 18 but under 24, generally until age 30. The statute has specific terms; accrual, tolling, defendants, and other issues can affect a deadline. This summary cannot determine whether an individual claim is timely.

As of November 6, 2026, Pennsylvania has not opened a general retroactive civil lookback window for previously time-barred claims. The official histories for HB 462 and HB 464 show their discharge resolutions were dropped from the Senate calendar on June 23, 2026. Neither proposal has become law. Do not assume that a past deadline has been revived.

Columbia County court records

Bloomsburg is the county seat. The Columbia County Courthouse is at 35 West Main Street, Bloomsburg, PA 17815. The county’s Prothonotary’s Office lists 570-389-5614 and states that it maintains records in matters before or decided by the Court of Common Pleas. Call the office to confirm current hours and procedures before visiting. Court staff can explain records procedures but cannot decide whether a claim is timely or give legal advice.

Considering next steps

A confidential discussion with counsel may help identify important dates, potentially responsible parties, records to preserve, and applicable deadlines or defenses. Avoid posting sensitive details publicly when seeking information. If a child may currently be at risk, contact law enforcement or child-protection authorities.
