Lancaster County Clergy Abuse Survivor Rights and Legal Options

This guide explains local resources for people who are considering a civil claim involving alleged abuse by clergy or another person working for a religious organization in Lancaster County. Every situation is different. This page does not identify or accuse any person or institution, and it cannot determine whether a claim is timely or viable.

Getting help in Lancaster County

If a child may be in immediate danger, call 911. To report suspected child abuse in Pennsylvania, contact ChildLine at 1-800-932-0313, available 24 hours a day, or make a report through the state’s Child Welfare Information Solution. Lancaster County Children and Youth Services lists its business-hours number as 717-299-7925. Reporting concerns is separate from pursuing a civil claim.

Where civil cases are filed

Lancaster County’s Prothonotary handles civil filings. The office is at 50 N. Duke Street, Lancaster, PA 17608; phone 717-299-8282. The county provides information about filing complaints and later civil pleadings, including electronic filing. Filing requirements and local procedures can change, so confirm them with the office or a Pennsylvania attorney before filing.

Pennsylvania time limits

Pennsylvania law provides extended filing periods for certain claims involving childhood sexual abuse. Under 42 Pa.C.S. § 5533, some claims based on abuse that occurred before age 18 may be brought until age 55, and some claims based on abuse between ages 18 and 24 may be brought until age 30. The statute has defined requirements, and other issues can affect a particular case. An attorney should review the dates, facts, and potential defendants promptly.

As of November 7, 2026, the proposed general retroactive lookback legislation HB 462 had not become law according to the official bill history. Do not assume a broad revival period is open. A lawyer can check for later changes and assess any claim-specific deadline.

Religious organizations and reporting

Lancaster County is within the Diocese of Harrisburg for Catholic parishes and institutions. The diocese describes its youth protection and survivor assistance process. That internal process is separate from reporting to public authorities and from filing a civil lawsuit. Lancaster County also includes religious communities outside the Catholic Diocese; organizational affiliation and responsibility must be evaluated from the facts, without assuming that a particular organization is involved.

Preserving information and choosing next steps

If it feels safe, preserve messages, letters, photographs, calendars, names of potential witnesses, and records that may show where an event occurred or who had responsibility. Keep original files and note when and how you received them. You do not need to confront anyone or contact a religious organization before getting advice. Avoid sharing identifying details publicly, especially information that could identify a survivor who was a child.

A Pennsylvania attorney can privately review the timeline, applicable deadlines, potential civil claims, and available records. A consultation does not guarantee that a claim can be filed or that it will succeed. For a statewide overview, see our Pennsylvania child sexual abuse survivor rights and filing deadlines page.
