Northumberland County Clergy Abuse Survivor Rights

Northumberland County Clergy Abuse Survivor Rights and Legal Options

Survivors of clergy sexual abuse in Northumberland County may have options for reporting abuse, finding support, and pursuing civil claims. This guide covers Pennsylvania deadlines, the county court location in Sunbury, and local resources serving Sunbury, Shamokin, Mount Carmel, Milton, and surrounding communities. A legal review depends on the facts, dates, and institutions involved.

Northumberland County support and reporting resources

  • Transitions of PA: A comprehensive crime-victim center serving Northumberland, Union, and Snyder Counties. Its 24-hour crisis hotline is 1-800-850-7948. Services for sexual-assault survivors are free, voluntary, and confidential.

  • Diocese of Harrisburg Victim Assistance: For abuse as a minor by a priest, deacon, employee, or volunteer of the Diocese, the Diocese lists Victim Assistance Coordinator Michelle Shae at 1-800-626-1608. The Diocese also instructs people to contact ChildLine. These church reporting options do not replace contacting civil authorities.

Northumberland County court information

Sunbury is the county seat. Civil cases are generally handled by the Court of Common Pleas, and civil filings are handled by the Prothonotary. The county lists its Prothonotary’s civil line as 570-988-4151 at 201 Market Street, Sunbury, PA 17801. Office hours and filing requirements can change, so confirm them with the Northumberland County Prothonotary before filing.

Survivors in Shamokin, Mount Carmel, Milton, Kulpmont, Coal Township, and other Northumberland County communities can ask a lawyer to assess where a case may be filed. The proper venue depends on the facts, including where the abuse occurred and where potential defendants are located.

Pennsylvania civil filing deadlines

Pennsylvania’s current statute generally allows a person whose civil claim arises from sexual abuse that occurred before age 18 to file an action for damages until 37 years after turning 18—through age 55. For some claims involving abuse when the survivor was at least 18 but under 24, the statute provides a deadline through age 30; that provision has a specific statutory definition and requirements. See 42 Pa.C.S. § 5533(b)(2).

Other claims may be governed by different time limits. Pennsylvania generally sets a two-year limitation period for personal injury actions under 42 Pa.C.S. § 5524, while accrual, tolling, and other rules may affect a particular claim. Claims against a government unit may also trigger separate notice requirements, including the notice provisions of 42 Pa.C.S. § 5522. Exceptions and application depend on the claim and defendant. Do not assume a claim is timely or time-barred from a general summary.

Legislative update: no new lookback window enacted

As of November 7, 2026, HB 462 and HB 464 from Pennsylvania’s 2025–2026 session have not become law and do not create a new filing window. HB 462 would amend civil limitation rules; HB 464 proposes a constitutional amendment concerning suits against the Commonwealth. The official bill histories show the bills passed the House and were referred to Senate committees, but resolutions to discharge them were dropped from the calendar on June 23, 2026. See the General Assembly’s status pages for HB 462 and HB 464.

Information that may help with a legal review

A lawyer may ask about the survivor’s age, dates and locations, the role of the accused person, the parish, school, camp, or other organization involved, earlier reports, and any letters or records already available. Survivors do not need to gather everything before seeking advice. Keep existing records and messages in their original form.

Speak with a Pennsylvania clergy abuse lawyer

Sean Logue has represented hundreds of survivors of abuse connected to the Boy Scouts of America and children abused in Pennsylvania detention centers. A lawyer can review current deadlines, discuss potential claims and responsible parties, and explain available options. A consultation does not require a survivor to file a lawsuit.
