Philadelphia County Child Sexual Abuse Lawyer | Survivor Rights
Legal update reviewed November 5, 2026: Pennsylvania has not opened a retroactive civil lookback window for previously time-barred child sexual-abuse claims. Pending proposals are not current law. A deadline depends on the facts and should be reviewed by a lawyer.
Legal information for Philadelphia County survivors
Philadelphia County’s county seat is Philadelphia. Survivors and families may have questions about civil claims involving an individual, an organization, or both. Whether a claim exists, where it may be filed, what evidence matters, and which deadlines apply are fact-specific questions. This page does not accuse any named person or institution of misconduct.
Pennsylvania filing deadlines
Under 42 Pa.C.S. § 5533(b)(2)(i), a person who was under 18 when the cause of action accrued generally has 37 years after turning 18 to commence an action for damages. Section 5533(b)(2)(i.1) addresses a person who was at least 18 but under 24 when the cause of action occurred. Other statutes, legal issues, and case-specific facts can affect a deadline. Do not rely on this summary to calculate a filing date.
Has Pennsylvania opened a lookback window?
No. As of November 5, 2026, no retroactive civil lookback window for previously time-barred child sexual-abuse claims has taken effect. The official histories for House Bills 462 and 464 show that the bills remained in the Senate and that discharge resolutions were dropped from the calendar on June 23, 2026. A proposal does not change the law unless it is enacted.
Local information and next steps
The Pennsylvania State Archives lists Philadelphia as the county seat and provides county courthouse information. A county connection alone does not decide proper court or venue. A confidential legal review can help identify potential deadlines, records to preserve, and questions about possible defendants. Survivors may privately note dates, places, and potential witnesses and preserve original documents or messages.
Sean Logue has represented hundreds of survivors of abuse connected to the Boy Scouts of America and children abused in Pennsylvania detention centers. Each person’s circumstances are different. To discuss a potential matter, call 412-387-6901 or use the firm’s contact page. A representation relationship begins only after conflicts are checked and a written agreement is signed.
