Warren County Clergy Abuse Survivor Rights and Legal Options

Survivors in Warren County who experienced sexual abuse by clergy or another trusted adult may have questions about records, Pennsylvania filing periods, and whether an organization had relevant responsibilities. This page explains local civil court contacts and general legal information. It does not assess a specific claim or accuse any person or institution of wrongdoing.

Pennsylvania civil filing periods

Under 42 Pa.C.S. § 5533(b)(2), a person with a qualifying civil action arising from sexual abuse that occurred before age 18 generally has 37 years after turning 18 to bring an action for damages. The statute separately allows certain qualifying claims arising from conduct when a person was at least 18 but under 24 to be brought until age 30, subject to statutory definitions and requirements. Accrual, claim type, defendant, immunity, and other legal rules can affect a deadline. A lawyer must review the facts before anyone concludes a claim is timely or barred.

As of November 7, 2026, no general retroactive civil filing window for previously time-barred claims has taken effect in Pennsylvania. HB 462 and HB 464 remain proposals. Their official histories list Senate discharge resolutions dropped from the calendar on June 23, 2026. Review the official histories for future updates.

Warren County civil court contact

Warren is the county seat. The Warren County Prothonotary is the civil clerk of the Court of Common Pleas and maintains civil case filings. The county lists the Prothonotary and Clerk of Courts at the Warren County Courthouse, 204 Fourth Avenue, Warren, PA 16365, phone 814-728-3440. See the county’s official Prothonotary and Clerk of Courts page for current responsibilities and contact details. Pennsylvania’s Unified Judicial System directory is another source for county prothonotary contacts. Call ahead to confirm office hours, fees, and filing procedures. The court clerk cannot advise which court or legal deadline applies to an individual matter.

Institutional evidence and records

Depending on the evidence and law, a legal review may consider an alleged perpetrator’s conduct separately from an organization’s own notice, supervision, reporting, or recordkeeping. A church’s connection to an event does not alone establish liability. Public statements about named people or institutions should be supported by reliable records and should distinguish allegations from charges, findings, convictions, dismissals, settlements, and other outcomes.

If it feels manageable, preserve original records and make a private timeline of approximate dates, locations, and possible witnesses. Keep track of where records came from, protect identifying details, and do not alter originals. Reporting suspected current abuse is separate from pursuing a civil action. If a child is in immediate danger, contact emergency services. Pennsylvania ChildLine accepts reports of suspected child abuse at 1-800-932-0313.

For a statewide overview, see the Pennsylvania child sexual abuse survivor rights guide. A qualified attorney can review possible claims and deadlines based on the specific circumstances. No result is guaranteed. This page provides general information, not legal advice.
